USAID/Paraguay Environmental Management and Regulation 216 Workshop

Overview
The “USAID/Paraguay Environmental Management and Regulation 216 Workshop” is an initiative financed by USAID and organized for the purpose of capacity building of USAID staff and implementing partners.  The workshop was organized and facilitated by Sun Mountain International, a partner of the Cadmus Group, for the Global Environmental Management Support (GEMS) Consortium.

The course focused on environmental sound design and management (ESDM) through proper environmental analysis and compliance with USAID´s Environmental Regulation 216. The core topics and special topics that compose the course curricula have carefully and intentionally been selected and adapted to ensure that there is appropriate emphasis placed on the current needs and priorities of USAID, which include but are not limited to: Environmental Analysis and ESDM, the requirement and processes of USAID´s environmental documentation, mitigation and monitoring, and global climate change adaptation.

The general Regulation 216 Workshop is a four and a half day (Monday to Friday) capacity building effort prepared for around 40 USAID staff and implementing partners, with the participation of ministry and law representatives. The first day of the workshop provided a general context of environmental analysis, and the processes, procedures, and environmental tools required under USAID Regulation 216. Participants also completed a "transect walk", in which they divided into subgroups and practiced the methodology that was used for the field visits on Day 3. Day 2 included additional presentations environmental procedures, including the Environmental Monitoring Plan and Report (EMPR), and also included a focus on special topics including current Paraguayan environmental law, collaboration between USAID and national or regional entities, and the PERSUAP.

On Day 3, participants left Asuncion and traveled to Santa Rosa, in the province of San Pedro. They divided into sub-groups before visiting a project site to carry out a practical evaluation and field application of the EMPR based on their respective project case study. While in the field, participants applied and strengthened their criteria of analysis for the EMPR, and made recommendations to improve this management tool. Day 4 began with participants dividing into their subgroup and preparing the PowerPoint presentations that were to be presented on Day 5.
